Marina Owen, Chief Executive Officer
Marina Owen serves as the Chief Executive Officer (CEO) of CenCal Health, bringing over 20 years of experience in managed care. She is the first woman and fourth CEO to hold this position in CenCal Health’s history, which spans over four decades. Ms. Owen possesses extensive knowledge of Santa Barbara and San Luis Obispo counties and introduced a bold vision to be a trusted leader in advancing health equity so that the community thrives and achieves optimal health together. In her capacity as CEO, she is responsible for the overall strategic direction and administration of programs and services for the local health plan, including implementing the California Advancing and Innovating Medi-Cal (CalAIM) initiative. In line with this vision, Ms. Owen championed a three-year strategic plan to cultivate community partnerships, advance quality and health equity for all, expand CenCal Health’s service role and reach, and organize for impact and effectiveness. Under her leadership, CenCal Health continues to thrive as one of the nation’s pioneering Medicaid Managed Care plans, serving nearly 240,000 members – one in three Santa Barbara County residents and one in four San Luis Obispo County residents.
Before assuming her role as CEO in 2021, Ms. Owen served as the Chief Operating Officer (COO) for the Central California Alliance for Health for four years and spearheaded enhancements in administrative efficiency and process improvement. Ms. Owen’s earlier roles and contributions to CenCal Health took place over nearly a decade from 2008 to 2017 as the Provider Services and Community Engagement Director. In this role, Ms. Owen supported the expansion of services into San Luis Obispo County and led the implementation of the Affordable Care Act for CenCal Health before joining the Central California Alliance for Health. A proud Central Coast native, Ms. Owen holds a Bachelor of Science in Biological Sciences from the University of California Santa Barbara and completed the Executive Leadership Program at the University of California Berkeley.
In addition to her leadership role at CenCal Health, she is actively involved in boards and committees. Ms. Owen is the Board Chair of CommUnify, the Community Action Commission of Santa Barbara County, and supports finding innovative solutions to help residents live healthy, resilient, and financially secure lives. Additionally, Ms. Owen holds the position of Vice Chair of the Local Health Plans of California (LHPC) Board of Directors and serves on the Department of Health Care Services (DHCS) Stakeholder Advisory Committee. In these roles, she provides valuable input on ongoing CalAIM implementation efforts and is deeply committed to improving the Medi-Cal program and supporting its members.
Maya Heinert, MD, MBA, Chief Medical Officer
Dr. Maya Heinert joined CenCal Health in December 2024 and serves as Chief Medical Officer, responsible for overseeing and developing strategies to ensure quality healthcare delivery to the health plan’s more than 240,000 members.
Dr. Heinert is an emergency physician, healthcare executive, and educator whose professional focus includes the health and well-being of communities and the wellness of those who work in the front-line industries of health, education and human service. Her career includes clinical practice in general pediatrics and emergency pediatrics, and director, board, and executive leadership experience in a variety of settings spanning non-profit and for-profit healthcare, managed care, healthcare consulting, and organizational and population health.
Dr. Heinert holds an MD from Wayne State University School of Medicine in Detroit and an MBA from California State University Sacramento. She is certified by the Medical Board of California (MBC) as physician and surgeon and maintains board-certification in both General Pediatrics and Pediatric Emergency Medicine by the American Board of Pediatrics. Dr. Heinert is currently enrolled in advanced training with the American College of Lifestyle Medicine (ACLM) to achieve board certification as a Lifestyle Medicine specialist.
Dr. Heinert’s previous work in managed care includes her role as Medical Director for the Central California Alliance for Health in Santa Cruz, California Medical Director for OSCAR Health in Los Angeles, and Senior Medical Director for River City Medical Group in Sacramento. Prior to that, Dr. Heinert practiced pediatric emergency medicine in emergency departments and trauma centers in California, Nevada, and Michigan. She concurrently held leadership positions at Emergency Medicine Physicians (now known as US Acute Care Physicians), ultimately serving as Vice President for Operations in the Western Region and National Vice President for Marketing Strategy and Communications.
Dr. Heinert is adjunct faculty at California Northstate University in Sacramento, where she teaches in the Master of Healthcare Administration (MHA) program; her focus includes the effectiveness and quality of the US Healthcare system, the interplay of economics and international markets on current US healthcare policy, and the future of healthcare innovation.
Carlos Hernandez, Executive Quality & Population Health Officer
For the past 28 years, he has overseen the effectiveness of CenCal Health’s Quality Management program, including but not limited to the program’s regulatory compliance, implementation of pay-for-performance innovations to improve quality of care, and all aspects of National Committee for Quality Assurance Healthcare Effectiveness Data and Information Set (HEDIS®) quality reporting.
Mr. Hernandez earned a Bachelor of Arts (BA) degree in Economics from Stanford University and participated in Northwestern University’s Executive Programs of the Kellogg School of Management.
Van Do-Reynoso, MPH, PhD, Chief Health Equity Officer
Dr. Van Do-Reynoso joined CenCal Health on August 1, 2022, as the Chief Customer Experience Officer (CXO), providing strategic leadership for the management of relationships with members, providers, and community partners to ensure the long-term growth and success of these key partnerships. Dr. Do-Reynoso also serves as the organization’s Health Equity Officer, responsible for understanding and championing diverse needs and perspectives across the health plan’s service area; sponsoring improvements in access to care, member engagement and satisfaction; provider and community partner retention and satisfaction; and the quality of customer service and service outcomes with an equity lens.
Prior to joining CenCal Health, Dr. Do-Reynoso served as the Public Health Director at the Santa Barbara County Public Health Department, responsible for the oversight of five health care centers, three homeless shelter clinics, and a variety of health programs. Prior to her tenure in Santa Barbara, Dr. Do-Reynoso was the Public Health Director and Interim Behavioral Health Services Director at the Madera County Department of Public Health. She also worked in public health for Tulare County and Asian Health Services in Oakland and was a postgraduate fellow and management consultant for Kaiser Permanente in Northern California.
Dr. Do-Reynoso’s formal education includes a PhD in Public Health from the University of California, Merced; an MPH in Health Policy and Administration from the University of California, Berkeley; and a BA in Biology with History minor from the University of California, Santa Cruz.
Jordan Turetsky, MPH, Chief Operations Officer
Jordan Turetsky became Chief Operating Officer of CenCal Health in July 2023 after joining the organization as the Provider Network Officer in May 2022. In her current role, she oversees Provider Services, Provider Relations, and Claims functions and is leading the implementation of CenCal Health’s Medicare Dual Special Needs Program.
Before her tenure at CenCal Health, Ms. Turetsky served as Provider Services Director at Central California Alliance for Health, where she directed operations for the 40-person Provider Services Department and oversaw the development, maintenance, and education of the provider network. She has additional work experience at the Health Improvement Partnership of Santa Cruz and Santa Cruz Biotechnology.
Ms. Turetsky’s formal education includes a Bachelor of Science in Biochemistry and Molecular Biology from the University of California, Santa Cruz and a Master of Public Health from the University of California, Berkeley.
In addition to her work at CenCal Health, she serves as a Board Member for Doctors Without Walls – Santa Barbara Street Medicine, a nonprofit serving Santa Barbara County’s unsheltered and low-income population.
Kashina Bishop, CPA, Chief Financial Officer & Treasurer
Kashina Bishop joined CenCal Health as the Chief Financial Officer (CFO) in February 2023, providing strategic management of the health plan’s end-to-end financial activities, and planning for long-term business strategies. In this capacity, Ms. Bishop oversees a 16-person team responsible for general accounting, financial analysis, claims recoveries, and payment integrity.
Before joining CenCal Health, Ms. Bishop served five years as the CFO for Ventura County’s Gold Coast Health Plan. There, she successfully oversaw key financial aspects, such as budgeting, forecasting, claims management, investments, and more, while also serving as a key executive management team member.
Ms. Bishop has indelible knowledge of CenCal Health’s mission and its commitment to the communities of Santa Barbara and San Luis Obispo counties. Her prior experience working for the organization took place from 2008 – 2018, when she served as Finance Director.
Ms. Bishop is a Certified Public Accountant and holds a Bachelor of Arts Degree from the University of California, Santa Barbara.
Karen Kim, JD, MPH, Chief Compliance & Fraud Prevention Officer
Karen Kim joined CenCal Health in December 2019 and serves as Chief Compliance and Fraud Prevention Officer. Ms. Kim has more than 20 years of health care law experience with an emphasis on Medi-Cal, Medicare, and the Affordable Care Act, as well as Contract Law and Public Law.
Ms. Kim comes to CenCal Health from an acute care health care facility in Valencia, CA, where she was the Compliance Officer and Director of Risk Management. Prior to this, she was with L.A. Care Health Plan in Los Angeles – the largest publicly operated health plan in the U.S. At L.A. Care.
Ms. Kim holds a Juris Doctor degree from Loyola Law School and has a Master of Public Health, Health Policy from UCLA’s School of Public Health.
Chris Morris, MSOD, Chief Performance Officer
Chris Morris joined CenCal Health as its Chief Performance Officer (CPO) on January 4, 2022 to focus on operational excellence and strategic advancement. In this capacity, Mr. Morris develops and enhances the use of process improvement, process management, organizational development, and strategic planning and execution disciplines to CenCal Health. Emphasis on these disciplines, which build on the established strength and success of CenCal Health, supports the organization’s commitment to serving our members, providers, community and regulatory partners well, as the Medi-Cal program transforms. Mr. Morris also oversees People Operations, formerly known as Human Resources.
Prior to joining CenCal Health, Mr. Morris served as Director of Operational Excellence at Central California Alliance for Health, where he also held positions in Quality Improvement and Compliance, and served as the Administrator and Director of Programs at a community-based behavioral health organization. Morris holds a Bachelor of Arts degree in Psychology, and a Master of Science in Organizational Development from the University of San Francisco.
Darin Moore, Chief Information Officer
Darin Moore joined CenCal Health in April 2024 and serves as the Chief Information Officer. Leading three departments, he is responsible for strategic IT planning & alignment, IT infrastructure & operations, data management, technology innovation & adoption, and budgeting & resource management.
With 36 years of executive experience, Mr. Moore has successfully guided numerous organizations through periods of growth and transition.
Most recently, he served as the interim Chief Information Officer at Kern Health Systems. Prior to that, he was the CIO of the San Francisco Health Plan (SFHP) for five years, during which he spearheaded significant technological advancements and operational improvements. His previous roles include interim CIO at Citizens Life Insurance Company and interim CIO for Anthem’s Government Programs Division, where he played a crucial role in managing and implementing key IT initiatives.
In addition to his work in Medi-Cal Managed Care, Mr. Moore has extensive experience across various industries, including retail, publishing, automobile manufacturing, and senior care solutions. This diverse background enriches his knowledge and informs his multifaceted approach to IT strategies.
Jai Raisinghani, Deputy Chief Information Officer
Jai Raisinghani joined CenCal Health in May 2008 and currently serves as the Deputy Chief Information Officer. In this role, Mr. Raisinghani spearheads the strategic direction and management of complex information systems at CenCal Health, drawing on his expertise in strategic planning and operational optimization.
Mr. Raisinghani has two decades of experience in health care, health insurance, and Medi-Cal. He has previously held roles as CenCal Health’s Director of Information Technology and Associate Director of Enterprise Applications, leading teams in driving innovation, streamlining processes, and enhancing customer relationships.
Before joining CenCal Health, Mr. Raisinghani’s experience included roles at Hotwire.com, GreenPoint Mortgage, and Phoenix American, where he honed his system analysis and software engineering skills. He holds a Bachelor of Engineering from India, laying the foundation for a career dedicated to leveraging technology to shape the future of healthcare and enterprise solutions.
