Chief Executive Officer

Marina Owen serves as the Chief Executive Officer (CEO) of CenCal Health, bringing over 20 years of experience in managed care and serving over 240,000 Central Coast residents. She is the first woman and only fourth CEO in the organization's history. Ms. Owen oversees the strategic direction and administration of the local health plan, including the California Advancing and Innovating Medi-Cal (CalAIM) initiative.

Ms. Owen has extensive knowledge of Santa Barbara and San Luis Obispo counties and prioritizes promoting health equity in our communities. In addition to her role as CEO at CenCal Health, Owen serves on the Board of Directors for CommUnify and serves as the Chair of the Local Health Plans of California Board of Directors, supporting California’s 17 Local Health Plans serving 10 million members. She also serves on the California Department of Health Care Services Stakeholder Advisory Committee, focusing on improving the Medi-Cal program and supporting its members.

Before becoming CEO in 2021, Ms. Owen was the COO of the Central California Alliance for Health, where she improved administrative efficiency. She also worked at CenCal Health for nearly a decade as the Provider Services and Community Engagement Director, helping expand services into San Luis Obispo County and implementing the Affordable Care Act.

A proud Central Coast native, Ms. Owen holds a Bachelor of Science in Biological Sciences from the University of California Santa Barbara and completed the Executive Leadership Program at the University of California Berkeley.

Chief Medical Officer

Dr. Maya Heinert joined CenCal Health in December 2024 and serves as Chief Medical Officer, responsible for overseeing and developing strategies to ensure quality healthcare delivery to the health plan’s more than 240,000 members.

Dr. Heinert is a pediatric emergency physician, healthcare executive, and educator whose professional focus includes the health and well-being of communities and the wellness of those who work in the front-line industries of health, education, and human service. Dr. Heinert is actively engaged in advocacy activities that help strengthen the care that our most vulnerable people receive, and the support that our physicians who serve these populations receive.

Dr. Heinert’s philosophy of health had its origins during her training in Detroit, Michigan. She stated, “As a physician, I am dedicated to the idea that healthcare is a basic human right. Regardless of personal misfortune or circumstance of birth, I work with the personal philosophy that every person should have an equal chance to pursue and receive better health with dignity and respect.” She joined CenCal Health saying that, “Fundamentally, in 40 years CenCal Health has never wavered in its mission to provide accessible quality healthcare with equality. That is why I have chosen to serve here.”

Dr. Heinert’s previous work in managed care includes her role as Medical Director for the Central California Alliance for Health in Santa Cruz, California Medical Director for OSCAR Health in Los Angeles, and Senior Medical Director for River City Medical Group in Sacramento. Prior to that, Dr. Heinert practiced pediatric emergency medicine in emergency departments and trauma centers in California, Nevada, and Michigan. She served as Vice President for Operations in the Western Region and National Vice President for Marketing Strategy and Communications for Emergency Medicine Physicians (now known as US Acute Care Physicians).

Dr. Heinert is adjunct faculty at California Northstate University in Sacramento, where she teaches in the Master of Healthcare Administration (MHA) program; her focus includes the effectiveness and quality of the US Healthcare system, the interplay of economics and international markets on current US healthcare policy, and the future of healthcare innovation.

Dr. Heinert holds an MD from Wayne State University School of Medicine in Detroit and an MBA from California State University Sacramento. She is certified by the Medical Board of California (MBC) as physician and surgeon and maintains board-certification in both General Pediatrics and Pediatric Emergency Medicine by the American Board of Pediatrics. Dr. Heinert is currently enrolled in advanced training with the American College of Lifestyle Medicine (ACLM) to achieve board certification as a Lifestyle Medicine specialist.

Chief Quality Officer

Carlos Hernandez serves as the Chief Quality Officer for CenCal Health. For the past 31 years, Mr. Hernandez has overseen the effectiveness of CenCal Health’s Quality Improvement System, including but not limited to regulatory compliance, implementation of pay-for-performance innovations, and National Committee for Quality Assurance Healthcare Effectiveness Data and Information Set (HEDIS®) performance reporting.

Mr. Hernandez serves as a longstanding liaison to CenCal Health’s network provider leadership to promote and support engagement with CenCal Health’s quality systems to advance quality and maximize population health. He is a longstanding member of the National Committee for Quality Assurance’s Technical Measurement Advisory Panel, and in an advisory capacity has served on many of the NCQA’s advisory bodies. As a longstanding partner to the NCQA, Mr. Hernandez has been influential to inform national policymaking to evolve quality measurement methodology to better assess the value health plans deliver to their members and to elevate plan accountability.

Mr. Hernandez has a deep personal commitment to the delivery of high-quality care to CenCal Health’s members and the community, consistent with well-established, evidence-based standards of care. He is a catalyst for system innovation to assure timely delivery of clinically recommended services, notwithstanding the social barriers that often challenge access to appropriate care.

Mr. Hernandez has more than three decades of experience in managed care quality management, and seven years prior experience in program management and statistical process control. As a former NCQA-Certified HEDIS Compliance Auditor, Mr. Hernandez has conducted numerous Commercial, Medicare and Medicaid HEDIS Compliance Audits in service to managed care plans throughout the United States. Mr. Hernandez earned a Bachelor of Arts (BA) degree in Economics from Stanford University and participated in Northwestern University’s Executive Programs of the Kellogg School of Management.

Chief Customer Experience Officer & Chief Health Equity Officer

Dr. Van Do-Reynoso joined CenCal Health on August 1, 2022, as the Chief Customer Experience Officer (CXO), providing strategic leadership for the management of relationships with members, providers, and community partners to ensure the long-term growth and success of these key partnerships.

Dr. Do-Reynoso also serves as the organization’s Chief Health Equity Officer, responsible for understanding and championing diverse needs and perspectives across the health plan’s service area; sponsoring improvements in access to care, member engagement and satisfaction; provider and community partner retention and satisfaction; and the quality of customer service and service outcomes with an equity lens.

Dr. Do-Reynoso is an active volunteer in her community. She currently serves on the Executive Committee of the NAACP Santa Maria-Lompoc Branch and is a member of the Rotary Club of Santa Barbara, where she serves on their Rotary Foundation Board. She also serves on the Board of the Environmental Defense Center and is an active member of her faith organization.

Dr. Do-Reynoso is committed to public service and working with others to remove barriers to wellness. She believes in kindness, integrity, and partnerships to create meaningful change.

Before joining CenCal Health, Dr. Do-Reynoso served as the Public Health Director at the Santa Barbara County Public Health Department, responsible for the oversight of five health care centers, three homeless shelter clinics, and various health programs. Prior to her tenure in Santa Barbara, Dr. Do-Reynoso was the Public Health Director and Interim Behavioral Health Services Director in Madera County. She also worked in public health for Tulare County and Asian Health Services in Oakland and was a postgraduate fellow and management consultant for Kaiser Permanente in Northern California.

Dr. Do-Reynoso’s formal education includes a PhD in Public Health from the University of California, Merced; an MPH in Health Policy and Administration from the University of California, Berkeley; and a BA in Biology with a History minor from the University of California, Santa Cruz.

Chief Strategic Engagement Officer

Jordan Turetsky currently serves as the Chief Strategic Engagement Officer at CenCal Health. In this role, she oversees the Government Relations, Strategic Engagement, and Provider Relations departments while also managing the health plan’s Foundation and Capacity Grant program. Ms. Turetsky has been with the organization since May 2022, previously serving as Provider Network Officer and Chief Operations Officer.

In addition to her work at CenCal Health, she serves as the Treasurer of the Board of Directors for Doctors Without Walls – Santa Barbara Street Medicine, a nonprofit serving Santa Barbara County’s unsheltered and low-income population.

Ms. Turetsky believes strongly in the power of building relationships based on trust and collaboration to advance our shared goals here on the Central Coast. She is deeply committed to ensuring that all CenCal Health members have access to the health care and services that they need through a robust and supported network of providers and community partners.

Before her tenure at CenCal Health, Ms. Turetsky served as Provider Services Director at Central California Alliance for Health, where she directed operations for the Provider Services Department and oversaw the development, maintenance, and education of the provider network. Prior to the Alliance, Ms. Turetsky held roles at the Health Improvement Partnership of Santa Cruz County where she worked with safety net clinics and hospitals to improve the delivery of care for vulnerable populations.

Ms. Turetsky’s formal education includes a Bachelor of Science in Biochemistry and Molecular Biology from the University of California, Santa Cruz and a Master of Public Health from the University of California, Berkeley.

Kashina Bishop

Chief Financial Officer & Treasurer

Kashina Bishop joined CenCal Health as the Chief Financial Officer (CFO) in February 2023, providing strategic management of the health plan’s end-to-end financial activities, and planning for long-term business strategies.

In this capacity, Ms. Bishop oversees the Finance division, which is responsible for general accounting, financial analysis, procurement, vendor relations, payment integrity, and management of on-site services to ensure the efficient operation of facilities.

"As the CFO of CenCal Health, I am honored to be part of an organization where the focus is always on optimizing our resources to provide high-quality healthcare for our members. I firmly believe that staying committed to our mission is the foundation of financial sustainability—and as a financial leader, that is incredibly inspiring."

Before joining CenCal Health, Ms. Bishop served five years as the CFO for Ventura County’s Gold Coast Health Plan. There, she successfully oversaw key financial aspects, such as budgeting, forecasting, claims management, investments, and more, while also serving as a key executive management team member.

Ms. Bishop has indelible knowledge of CenCal Health’s mission and its commitment to the communities of Santa Barbara and San Luis Obispo counties. Her prior experience working for the organization took place from 2008 – 2018, when she served as Finance Director.

Ms. Bishop is a Certified Public Accountant and holds a Bachelor of Arts Degree from the University of California, Santa Barbara.

Chief Compliance & Fraud Prevention Officer

Karen Kim joined CenCal Health in December 2019 and serves as Chief Compliance and Fraud Prevention Officer. Ms. Kim has more than 20 years of health care law experience with an emphasis on Medi-Cal, Medicare, and the Affordable Care Act, as well as Contract Law and Public Law.

Ms. Kim has been involved in the community through volunteer activities with her family including volunteering at PATH, a non-profit organization in the Santa Barbara community servicing people experiencing homelessness. Ms. Kim and her family service the elderly by providing free technology assistance and playing the piano at senior homes. Through beach clean-ups Ms. Kim and her family enjoy keeping the coasts free of litter to be a place where families, visitors, and fur family members can enjoy.

"As the Chief Compliance Officer at CenCal Health, I believe it is my duty to ensure we adhere to regulatory requirements and ethical standards, while also keeping the commitment to providing equitable healthcare access for our members. Compliance is not only about following the rules, but also about doing what is right. CenCal Health’s policies, processes, and decisions should promote the health and well-being of our communities. As the Compliance Officer, I seek to promote a culture of compliance for the organization that allows proactive detection of issues of non-compliance and to continually improve our operations to the benefit of those we serve."

Ms. Kim comes to CenCal Health from an acute care health care facility in Valencia, CA, where she was the Compliance Officer and Director of Risk Management. Prior to this, she was with L.A. Care Health Plan in Los Angeles.

Ms. Kim holds a Juris Doctor degree from Loyola Law School, a Master of Public Health, Health Policy from UCLA’s School of Public Health, and a Bachelor of Arts from Boston University.

Chief Performance Officer

Chris Morris joined CenCal Health as its Chief Performance Officer (CPO) on January 4, 2022 to focus on operational excellence and strategic advancement. In this capacity, Mr. Morris develops and enhances the use of process improvement, process management, organizational development, and strategic planning and execution disciplines to CenCal Health.

Emphasis on these disciplines, which build on the established strength and success of CenCal Health, supports the organization’s commitment to serving our members, providers, community and regulatory partners well, as the Medi-Cal program transforms. Mr. Morris also oversees People Operations.

As Chief Performance Officer, Morris is dedicated to designing equitable and effective systems that care for our workforce, and by extension those we serve. Morris leads by promoting clarity, evidence-based decision-making, and a deep commitment to people. He believes the highest-performing organizations balance care for people and a commitment to results in equal measure, and that at CenCal Health, we are building the most humanistic, high-performing health plan in California.

Prior to joining CenCal Health, Mr. Morris served as Director of Operational Excellence at Central California Alliance for Health, where he also held positions in Quality Improvement and Compliance, and served as the Administrator and Director of Programs at a community-based behavioral health organization.

Morris holds a Bachelor of Arts degree in Psychology, and a Master of Science in Organizational Development from the University of San Francisco.

Chief Information Officer

Darin Moore joined CenCal Health in April 2024 and serves as the Chief Information Officer. Leading three departments, he is responsible for strategic IT planning & alignment, IT infrastructure & operations, data management, technology innovation & adoption, and budgeting & resource management.

“As CenCal Health's Chief Information Officer, I am committed to leveraging technology to advance our organization's vital mission of serving the health and well-being needs of our diverse communities,” said Mr. Moore. “Through strategic technological investments, we are transforming how we serve our members. By continuously investing in technological capabilities, we will strengthen our ability to listen to and act upon community feedback, ultimately building trust through responsive service delivery that helps improve health outcomes and enhance the overall member experience.”

With 36 years of executive experience, Mr. Moore has successfully guided numerous organizations through periods of growth and transition.

Most recently, he served as the interim Chief Information Officer at Kern Health Systems. Prior to that, he was the CIO of the San Francisco Health Plan (SFHP) for five years, during which he spearheaded significant technological advancements and operational improvements. His previous roles include interim CIO at Citizens Life Insurance Company and interim CIO for Anthem’s Government Programs Division, where he played a crucial role in managing and implementing key IT initiatives.

In addition to his work in Medi-Cal Managed Care, Mr. Moore has extensive experience across various industries, including retail, publishing, automobile manufacturing, and senior care solutions. This diverse background enriches his knowledge and informs his multifaceted approach to IT strategies.

Mr. Moore grew up in Hopkinsville, KY, and holds a Bachelor of Science in Computer Information Systems from Murray State University in Murray, KY.

Deputy Chief Information Officer

Jai Raisinghani joined CenCal Health in May 2008 and currently serves as the Deputy Chief Information Officer. In this role, Mr. Raisinghani spearheads the strategic direction and management of complex information systems at CenCal Health, drawing on his expertise in strategic planning and operational optimization.

Mr. Raisinghani is an active volunteer within his community and currently serves on the advisory committee of Manifest MedEx, a nonprofit health network serving all of California. In this volunteer role, he focuses on improving healthcare data interoperability and driving innovations in data analytics. He also provides expert guidance on the development of new data-sharing frameworks to enhance cross-sector collaboration to improve patient outcomes.

Through his commitment to service, Mr. Raisinghani is dedicated to advancing public health by fostering collaboration and removing barriers to wellness within the community.

Mr. Raisinghani has two decades of experience in health care, health insurance, and Medi-Cal. He has previously held roles as CenCal Health’s Director of Information Technology and Associate Director of Enterprise Applications, leading teams in driving innovation, streamlining processes, and enhancing customer relationships. Before joining CenCal Health, Mr. Raisinghani’s experience included roles at Hotwire.com, GreenPoint Mortgage, and Phoenix American, where he honed his system analysis and software engineering skills.

He holds a Bachelor of Engineering from India, laying the foundation for a career dedicated to leveraging technology to shape the future of healthcare and enterprise solutions.

Chief Operating Officer

Kaliki Kantheti became Chief Operating Officer of CenCal Health in April 2025, after joining the organization as Vice President of Product Integration in October 2024. She is responsible for operationalizing business plans, programs, and initiatives to support achievement of strategic goals.

Ms. Kantheti leads the organizational launch of a Dual Special Needs Plan (D-SNP), designed for individuals eligible for both Medicare and Medi-Cal. She is accountable for integrating this new product into existing operations, driving systems transformation to ensure operational readiness, and designing a community-informed offering shaped by the voices of members and providers.

As a leader who embraces servant leadership, leading by example, listening with intent, and empowering others are her core values. Ms. Kantheti believes the mark of a true leader lies in their ability to elevate and inspire others, fostering a culture where everyone is valued, supported, and motivated to excel.

Ms. Kantheti brings extensive experience in healthcare operations, most recently serving as the Chief Operations Officer at San Francisco Health Plan, where she oversaw all areas of health plan operations including member services, provider services, claims, enterprise project management, configuration, marketing and communications, and product management. She previously held leadership roles at Tufts Health Plan, and served in various consulting roles, building broad expertise in the healthcare industry.

She holds a Master of Science in Information Systems from the University of Cincinnati, and a Bachelor of Engineering in Electronics and Communication from MJCET (India). She also completed the Innovative Health Care Leader Program at Stanford University and the Women’s Executive Leadership Program at the University of California, Berkeley.
