Skilled Nursing Facility Workforce & Quality Incentive Program
The Workforce and Quality Incentive Program (WQIP) is a reformed directed payment system to encourage Skilled Nursing Facilities (SNFs) to serve Medi-Cal Members, which will support equitable access to care in underserved communities and incentivize quality. The goal of WQIP is to improve equity in healthcare outcomes using racial and ethnic data to identify disparities.
The Department of Health Care Services (DHCS) has provided funding to CenCal Health to pay contracted and eligible network SNFs a per-diem add-on rate determined by DHCS for qualifying SNF services based on utilization from encounter data.

WQIP Payment Schedule
In January 2025, CenCal Health received information from DHCS which allowed us to reconcile previous WQIP payments for services provided in 2023 to each facility. If a difference in payment was due, your facility received the additional payment in February 2025.

Provider Resources
CenCal Health has developed a report within the Reports section of the Secure Provider Portal to review the claims which have been submitted to CenCal Health to identify the number of WQIP days. This will allow you to monitor the claims which will be utilized in future WQIP payments.
If you do not have access to this section within the Provider Portal, please contact your Admin User to assign you screen permissions to the ‘Reports’ module.
